The Assistant General Manager and Chief Financial Officer is the District’s chief accountant and he plans, directs and supervises the accounting, customer service, information technology, and risk management departments. With more than 15 years in financial management, he comes to the District most recently from the San Diego County Water Authority. He performs fiscal, analytical and strategic financial plans. He has a Bachelor of Arts degree in economics from Emory University, and 3 Master's degrees in: Resource & Agricultural Economics (UC Davis), Environmental Engineering (University of Illinois), and Public Admininstration (San Diego State University).
